My suggestion would be to look at the Carpenters biography by Ray Coleman.
I pulled out my Coleman biography (first edition, hard cover) and that photo doesn't appear anywhere I can see.
If it is in a subsequent edition can you please provide the details?

my guess would be around 1971.
When they won their Grammy's in 1971 they had the same hair style.
